
Chief Justice Alfonse Owinyi-Dollo has reaffirmed the Judiciary’s commitment to improving Uganda’s justice system through increased recruitment, expanded court infrastructure, and faster case resolution. Speaking at the Annual Judges Conference, he highlighted the Judiciary’s critical role in promoting economic growth and national stability.
“We are determined to recruit the necessary manpower, construct more courts across the country, and deploy judicial officers accordingly,” Justice Dollo stated. “This will ensure the quick resolution of disputes and free up significant resources for the economy.”
He stressed the importance of timely trials, noting that delays in the judicial process can hinder economic progress and weaken public confidence in the justice system. Justice Dollo emphasized that swift case resolution benefits not just the Judiciary but the economy as a whole by creating a more predictable legal environment that encourages investment and business growth.
Calling on judicial officers to serve with integrity, fairness, and diligence, he urged them to uphold the principles of justice without bias. “Carry out your duties with humility and honesty, and make sound decisions free from fear, favoritism, malice, or personal interest. The people we serve must have confidence and peace in our rulings,” he said.
Justice Dollo also underscored the necessity of adhering to the Code of Judicial Conduct, warning against corruption and any actions that could erode public trust in the Judiciary. “Avoid any behavior that might cast doubt on the Judiciary’s credibility as we work towards delivering justice for all,” he cautioned.
To address ongoing structural and operational challenges, he highlighted various reforms aimed at improving service delivery within the judicial system. He pointed out that a strong Judiciary is essential not only for governance but also for attracting investment and safeguarding human rights.
The Chief Justice further emphasized the importance of making justice accessible to all citizens. He noted the ongoing expansion of High Court Circuits and Magisterial areas across the country as part of efforts to bring justice closer to the people, ensuring that it is both accessible and affordable.
Concluding his address, Justice Dollo reiterated the Judiciary’s unwavering commitment to fairness, efficiency, and integrity. He assured Ugandans that these reforms are part of a broader vision to create a justice system that serves everyone effectively and upholds the rule of law.
