Hon Alice Kaboyo Hails President Museveni After 20,000 NUP Supporters Make U-Turn Back to NRM

In a powerful display of political reconciliation, Honourable Alice Kaboyo, the Minister of State for Luwero Triangle, stood before a massive gathering at Kololo Ceremonial Grounds and painted a picture of hope and transformation. The event, held on September 25th, was not just a political meeting but a homecoming, orchestrated by Minister Kaboyo, who served as the chief organiser and the compassionate voice bridging a gap between the state and its wayward youth.

The atmosphere was charged with a sense of occasion as Hon. Kaboyo, with a tone of deep respect, welcomed His Excellency President Yoweri Kaguta Museveni. She expressed her profound pleasure at a day she described as “significant and long-awaited,” a moment made possible by the President’s willingness to meet with his “bazukulu”, a grandfatherly term for the young generation. But the heart of her speech was a story she was uniquely positioned to tell, a narrative of redemption that she has evidently nurtured closely.

With the focus firmly on her, Hon. Kaboyo recounted the pivotal moment that set this transformation in motion. She took the audience back to May 12th, 2021, speaking of young men and women who had, in her words, “fallen in the trap of deceit.” These individuals, arrested and convicted for violence and possession of explosives, were given a second chance through the presidential powers of forgiveness exercised by President Museveni. Kaboyo framed this act not as a mere political gesture, but as an act of paternal wisdom and goodwill.

“Out of that forgiveness, something remarkable has happened,” she declared, her voice likely echoing the pride of a mentor witnessing a positive change. She revealed that these young people, once lost, had organised themselves into a savings and credit cooperative organization (SACCO) named “The NRM Cadres 2025 Bali Bali SACCO.” The motive was twofold: to practically improve their livelihoods after the hardship of prison, and to become evangelists of a new gospel, one of “truth, unity, and development” to their former comrades still in the opposition fold.

The Minister’s report was one of tangible success. What began as a small group had, under this initiative, blossomed into a movement spreading across numerous districts in Uganda. “They are doing a commendable job!” she stated, presenting this as living proof that no Ugandan is beyond redemption. She argued that with the right guidance and mentorship, even those who had strayed could become “ambassadors of peace and progress.” It was a testament to a process she has been deeply involved in, showcasing her role not just as a minister, but as a facilitator of rehabilitation.

Her speech was punctuated by live demonstrations of this transformation. She personally invited representatives of the former convicts to greet the President, a symbolic act of their reintegration. She then warmly welcomed a larger group, the “Bali Bali” umbrella association, highlighting that these young people had, after deep reflection, chosen a new path. “They now stand before you determined to declare their resolve to embrace the values of the National Resistance Movement,” Kaboyo announced, framing their decision as a voluntary embrace of peace and prosperity.

The scale of this homecoming was staggering. Hon. Kaboyo proudly reported that a total of 20,000 young men and women from regions including Eastern, Northern, and Central Buganda had, like the biblical Prodigal Son, “returned home.” She specifically commended the cadres on the ground who had worked tirelessly in this “quest to liberate our young people,” naming individuals like Kwizera, RDC Mbabazi, Mbazira, and Col Nsamba Paul, indicating a coordinated effort under her office’s oversight.

But the minister’s organising efforts extended beyond the former opposition supporters. In a strategic move, she also facilitated the presence of a crucial economic bloc: the Uganda Taxi Operators Federation (UTOF). She introduced this group of about 15,000 operators as the “backbone of our public transport system,” long-time supporters of the Movement who had desired an audience with the President. By bringing them together with the reformed youth, Kaboyo created a powerful tableau of a united Uganda, linking grassroots economic players with reformed political actors, all under the banner of the NRM.

President Museveni, in his address, commended the converts for reforming and pledged government support for their reintegration. He warned against opposition parties he accused of misleading the youth and urged all young people to focus on building better lives through government programs in health, education, and wealth creation. He highlighted specific initiatives, such as the recruitment of 50,000 more teachers and opportunities in sectors like commercial agriculture.

However, the day belonged to Hon. Alice Kaboyo and the story she curated. It was a story that went beyond political rhetoric, touching on themes of forgiveness, second chances, and national unity. Her closing words summed up the spirit of the event, thanking the President for his vision, his patience, and for “always opening your arms wide to welcome every Ugandan.” Through her organisation and heartfelt narration, Hon. Kaboyo successfully positioned herself as a key architect of a reconciliation narrative, one that aims to bring thousands of young Ugandans back into the fold of the ruling party, championing a message of unity built on the foundation of presidential forgiveness and her own dedicated stewardship.
