Hon Alice Kaboyo Unveils New Classrooms in Kikuube, Urges Parents to Keep Children in School

The community of Kikuube in Luwero District came to life as State Minister for Luwero-Rwenzori Affairs, Hon. Alice Kaboyo, officially opened a brand-new block of three classrooms at Kikuube Church of Uganda Primary School. The project, paid for by the Ministry of Luwero–Rwenzori Affairs under the Office of the Prime Minister and built by NEC Construction Works and Engineering Ltd, is part of the Government’s drive to rebuild and strengthen education in areas recovering from years of conflict. As she cut the ribbon, the Minister said the building was not just another structure, but a promise to the children of the region. She noted that the classrooms were meant to give learners a safe and comfortable place to study, grow, and dream.

While celebrating the achievement, Kaboyo expressed worry about the school’s very low number of learners. She wondered how a school in a busy and highly populated village could have such few pupils in class. She warned parents against keeping children at home or sending them to do casual work instead of bringing them to school. She reminded them that education is the easiest and surest way to give children power, stability, and hope for a better future. She urged all families to turn away from habits that pull children out of school and rob them of their chance to succeed.

The Minister also shared a heartbreaking story that left the community shaken. She spoke of two children who recently died after going to a swamp to fish during school hours. The children had believed they had caught a big fish, but instead, they pulled out a cobra that killed them. Kaboyo said the sad incident should remind every parent why children must be kept in school where they are safe, watched over, and learning. She added that the government will continue working with leaders to enforce daily school attendance and make sure education becomes a serious and non-negotiable responsibility.

In her speech, Kaboyo announced major relief for parents starting next school term. She revealed that President Yoweri Museveni will clear all school-related fees to remove the money barriers stopping children from studying. She stressed that no child in a government school should be asked to pay fees or PTA contributions anymore, because the government is providing what is needed. She said this new decision means no parent will have a reason to keep a child at home, and those who refuse to bring their children to school will be arrested for denying them their right to education.

Kaboyo also asked parents, teachers, and the community to take great care of the new classroom block so it can last for many years. She reminded them that government projects fall apart quickly when people do not maintain them. She explained that the new block is part of a bigger plan to rebuild education facilities in post-war districts, and shared that similar projects have already been commissioned this month alone in Kasese, Nakaseke, and other parts of Luwero. She said government remains committed to improving the learning environment for every child.

To support skills training for young people in the area, the Minister promised that government will build a vocational skilling center to help the youth gain practical abilities they can use to earn a living. She also encouraged local leaders to continue pushing for a Seed Secondary School so that children in the community can have a clear and easy path from primary to secondary education without traveling long distances.

Kaboyo ended her visit with a strong message against early marriage, saying the practice destroys girls’ futures and puts their lives at risk. She warned that parents who marry off their daughters will face the law. She reminded families that children must be protected, not used or traded away, and that education is the only doorway to a brighter tomorrow. She called on every parent in Luwero to take advantage of the support the government is offering, saying that raising educated, responsible, and hardworking citizens is the surest way for the region and the entire country to continue growing and developing.
