Minister Kaboyo Commissions Three-Classroom Block at Ngoma Church of Uganda Primary School in Nakaseke District.

Wednesday, 15/10/2025, the State Minister for Luwero Triangle and Rwenzori Region, Hon. Alice Kaboyo, has called on the people of Nakaseke to actively support government initiatives aimed at combating poverty and improving household incomes, emphasizing that education remains a vital investment for the future.

Speaking at the commissioning of a newly constructed three-classroom block at Ngoma Church of Uganda Primary School in Nakaseke District, Hon. Kaboyo highlighted the importance of government programs such as the Parish Development Model (PDM) and Emyooga. She noted that these initiatives were specifically designed to uplift Ugandans from poverty and empower communities economically.

“This classroom block is not just about infrastructure; it is a statement of our commitment to education and development,” she said.

The milestone project was funded by the Ministry of Luwero-Rwenzori Affairs under the Office of the Prime Minister and implemented by the UPDF NEC Construction Works and Engineering Ltd. It reflects the government’s broader agenda to improve educational infrastructure and provide a conducive learning environment for children in rural communities.

However, the Minister explained that the school is in need of more classrooms, which the Ministry will review. She promised that if an additional budget becomes available, the Ministry will continue to support the school.

Hon. Kaboyo expressed her gratitude to President Yoweri Kaguta Museveni for prioritizing and allocating resources to infrastructure development projects across the country, including in Nakaseke.

She also commended the people of Nakaseke for their historical contribution to the National Resistance Army (NRA) liberation struggle, which played a pivotal role in ending dictatorial regimes and laying the foundation for peace, democracy, and socio-economic transformation in Uganda.

In her remarks, the minister applauded NEC for their patriotism, efficiency, and unwavering commitment to quality. She emphasized that NEC’s ability to deliver projects on time and at lower costs without compromising on standards demonstrates their dedication to rebuilding Uganda.

In a similar vein, Eng. Brian Buhanda, representing Lt. Gen. James Mugira, the Managing Director of NEC, thanked the minister for her presence and lauded the government for its continued support of NEC’s mission. He reaffirmed NEC’s commitment to delivering high-quality work on time and within budget, while also stressing the critical role of community stakeholders in maintaining and protecting the newly built infrastructure.

The commissioning ceremony was attended by several dignitaries, including the Area Member of Parliament for Nakaseke North, local government and technical leaders from Nakaseke District, and other prominent figures.

On the same day, (15/10/2025) Hon Kaboyo officially closed a one week-long mobilization effort led by Senior Presidential Advisor Brig. Jacob Asiimwe and his team, where they engaged NRM civilian veteran leaders in Nakaseke District.

The mobilization campaign, which spanned across nine sub-counties in Nakaseke, focused on rallying support for the NRM and promoting the progress of government service delivery. The team engaged local leaders, veterans, and community members in discussions about development and the role of veterans in shaping Uganda’s future.

While officially closing the week of engagements, Hon. Kaboyo noted that they had now successfully completed similar outreach efforts in both Luwero and Nakaseke Districts. She also revealed that the next phase of the mobilization will take place in Nakasongola District.

“Comrades and fellow veterans, I thank you for your time, your sacrifice, and your continued commitment to the ideals that built this nation. Your efforts in reconnecting us with our history and recommitting to the principles for which our veterans sacrificed remain invaluable. You are living reminders of our struggle and the foundation of the peace we enjoy today,” she stated.

Hon. Kaboyo emphasized that as members of the NRM family, it is their responsibility to protect this legacy by remaining united, mentoring the younger generation, and standing firm behind leadership that champions stability and development. She also acknowledged the aging veteran population, noting the increasing need for medical care and support.

She revealed that the ministry is now in advanced stages of preparing to establish a dedicated medical facility for civilian veterans. She added that her ministry, in collaboration with the Ministry of Health and other partners, is currently in discussions to make this vision a reality. Hon. Kaboyo further informed the veterans that land for the project has already been secured.

 “We remain committed to ensuring that our veterans receive the care, respect, and support they deserve. Together, we shall keep Uganda peaceful, prosperous, and moving forward,” she emphasized.
