Norman Musinga Appointed Deputy Traffic Police Director in Sweeping Police Leadership Changes

New Transfers Shake Up Police Leadership
The Inspector General of Police, Abbas Byakagaba, has made far-reaching changes in the leadership of the Uganda Police Force. The reshuffle, announced on Wednesday evening, includes high-profile appointments and reassignments, effective immediately.

Among the changes, Norman Musinga, who was the Regional Police Commander for Busoga East, has been appointed acting Deputy Director of Traffic Police. This is a big deal in his career as he rises to a crucial position in the traffic department.


Musana Heads to South Sudan Embassy
The reshuffle also involves AIGP Geoffrey Musana, who was recently promoted from the rank of Commissioner of Police and serving as director in the Directorate of Welfare, Production, and Sports. Musana has been appointed as a police attaché to Uganda’s Embassy in South Sudan.

Musana replaces Moses Sakira, who has been transferred to assume duties as Deputy Director in the Directorate of Research and Planning, in what continues to be the reshuffling of the force.


Strategic Moves Across Key Departments  
Other notable appointments include:

Timothy Halango: Transferred from the Directorate of Research and Planning to go and assume duty as Deputy Director in the Directorate of Welfare, Production, and Sports.

  • Ben Mubangizi: transferred from the Traffic Police Department to Algeria as a police attaché.
  • Charles Ssebambulidde: moved from the Agriculture Police to the Directorate of Logistics and Engineering to serve as the Acting Deputy Director in charge of classified stores.
  • Phillip Acaye appointed the new Agriculture Police Commandant, a very important position in the enforcement of laws relating to agriculture.

**Immediate Implementation Signals Urgency **
IGP cited that these changes take immediate effect since it was an urgent reshuffle. The new assignments are part of continuous efforts to ensure efficiency and effectiveness of the police force in different capacities in Uganda, including traffic management, up to international assignments.

The latest appointments reflect a deliberate strategy in strengthening the police force’s leadership by placing experienced officers at points where their expertise can be fully utilized.

Norman Musinga’s appointment to the position of acting Deputy Director of Traffic Police comes when the department faces critical challenges abounding the road safety and traffic management both in urban and rural areas, and his leadership will be pivotal in addressing these issues.

Similarly, the deployment of Musana to South Sudan as a police attaché underlines the need to improve Uganda’s international relations and law enforcement cooperation with its neighbors.
