Maj Gen Richard Otto Assumes Role as Chief of Defence Intelligence, Pledges Strong Leadership and Trust

A new chapter began for Uganda’s military intelligence as Maj Gen Richard Otto officially took over as the Chief of Defence Intelligence and Security in a ceremony held at the Defence Intelligence and Security Headquarters in Mbuya. The event, presided over by Lt Gen Kayanja Muhanga, Commander of the Uganda Peoples’ Defence Forces (UPDF) Land Forces, emphasized the importance of leadership, accountability, and integrity in the armed forces.

Lt Gen Muhanga, while overseeing the handover from outgoing chief Maj Gen James Birungi, urged senior officers to uphold the core values of the UPDF. He stressed the significance of the mission command doctrine, which rests on five essential pillars: leadership, trust, sound judgement, troop welfare, and decentralisation of authority. According to him, these principles are crucial for improving efficiency and effectiveness in command.

“Leadership is more than just holding a title,” Lt Gen Muhanga said. “It involves making wise decisions, demonstrating emotional maturity, and showing moral strength. You may have all the intelligence and logistical support, but without strong leadership, everything falls apart.” His remarks served as a reminder to officers that their roles demand not just strategic thinking but also ethical conduct and a deep sense of responsibility.

Maj Gen Otto, the incoming Chief of Defence Intelligence, expressed gratitude for the trust placed in him, describing his new appointment as both an honor and a challenge. He reflected on his previous assignments, including leading UPDF operations in the Central African Republic and commanding forces in Somalia in 2020, as experiences that shaped his leadership. “This is not my first time handling high-level responsibilities,” he said. “Each assignment has tested my ability to lead and inspire trust, and I am ready to take on this new role with the same dedication.”

He pledged to build on the foundation laid by his predecessor, Maj Gen Birungi, and to address both current and emerging security threats. With Uganda preparing for its next general elections, Maj Gen Otto emphasized the importance of maintaining national stability and ensuring a secure environment for all citizens. His commitment to safeguarding the country’s interests was met with strong support from those in attendance.

Maj Gen Birungi, the outgoing Chief of Defence Intelligence, thanked President Yoweri Museveni and the Chief of Defence Forces, Gen Muhoozi Kainerugaba, for the opportunity to serve in the role. He also expressed his readiness to transition into his new assignment as Commander of the Mountain Infantry Division. In his farewell remarks, he congratulated Maj Gen Otto and assured him of his full support during the handover process.

“As you take on this office, know that you can always reach out if you need any guidance,” Maj Gen Birungi said. His words reflected the spirit of camaraderie and mentorship within the UPDF, where experienced leaders continue to support their successors for the greater good of the institution.

The ceremony was attended by senior officers from various branches of the military, including the Land Forces, Air Force, Special Forces Command, and Defence Intelligence. Their presence underscored the importance of the occasion and the collective commitment to maintaining strong intelligence and security structures within Uganda’s defence system.

Maj Gen Otto’s appointment comes at a critical time when security challenges, both domestic and regional, require vigilant and strategic leadership. His experience in high-stakes operations, including Operation Shujaa, where he previously served as Commander of the Mountain Division, positions him as a capable leader ready to tackle complex security issues.

As he steps into his new role, the expectations are high, but his track record suggests he is well-prepared for the task. The UPDF’s emphasis on trust, sound judgement, and troop welfare aligns with his leadership style, making him a fitting choice to lead Defence Intelligence at this time.

The smooth transition between Maj Gen Birungi and Maj Gen Otto also highlights the UPDF’s structured approach to leadership changes, ensuring continuity and stability in key positions. This professionalism reinforces public confidence in Uganda’s military institutions and their ability to adapt to evolving security needs.

With Maj Gen Otto now at the helm of Defence Intelligence, the focus will be on strengthening intelligence gathering, countering threats, and supporting national security objectives. His leadership will play a crucial role in shaping Uganda’s defence strategies in the coming years, particularly as the country navigates political and security challenges ahead of the next elections.

The ceremony concluded with a sense of optimism, as officers and officials expressed confidence in the new leadership. As Maj Gen Otto takes charge, his pledge to uphold trust, integrity, and decisive leadership sets a clear direction for Uganda’s Defence Intelligence—one that prioritizes security, stability, and the continued professionalism of the UPDF.
